우선 미국은 29일 홍콩보안법 통과가 예상되자 홍콩이 자국으로부터 누려온 특혜의 일부를 제거하는 초강경 대응에 나서는 등 강경한 입장을 밝힌 상태인데요, 이때문에 마이크 폼페이오 미 국무장관은 홍콩에 미 군사장비 수출을 중단하고 '이중용도' 기술에 대해 홍콩에도 중국과 같은 제한을 가하겠다고 한 것입니다.

홍콩이 글로벌 금융허브로 계속 성장할 수 있었던 배경에는 미국에서 인정하는 특별지위가 역할을 했지만, 미국의 특혜가 철회되면서 타격을 입을 것으로 보입니다.
미국 상무부는 지난 2018년 4억3270만달러(약 5200억원) 규모의 홍콩 수출품에 특혜를 적용했다고 하는데요. 미 국무부가 지난해 홍콩으로 수출을 승인한 국방 물자 및 서비스 규모는 240만달러(28억7000만원)에 달합니다.
그러나 이번 조치가 상징적일 뿐, 중국에 실질적으로 큰 타격을 주지 못할 것이라는 전망을 내놓고 있는 뉴욕타임스(NYT)는 홍콩이 미국의 대외 수출에서 차지하는 비중이 2.2%(2018년 기준)에 불과하며, 이중 국방 및 첨단기술 품목은 그 일부일 뿐이라고 하였습니다.
