한국판 뉴딜, 자세히 알아볼까요?

우선, 우리나라의 경제와 사회를 새롭게(New) 변화시키겠다는 약속(Deal)입니다.

확고한 사람중심 포용국가 기반 위에 디지털(digital) 뉴딜과 그린(green) 뉴딜 두 개의 축으로 추진하며,
2025년까지 총160조원(국비 114.1조원)을 투입하고 총190.1만개 일자리를 만드는 것을 목표로 합니다.

10대 정책과제를 선정하였는데요, 내용을 보면 다음과 같습니다.

1. 데이터 댐
데이터 수집ㆍ가공ㆍ거래ㆍ활용기반을 강화하여 데이터 경제를 가속화하고 5세대 이동 통신(5G) 전국망을 통한
전(全)산업 5세대 이동 통신(5G)·인공지능(AI) 융합 확산

2. 지능형(AI) 정부
5세대 이동 통신(5G)·블록체인 등 디지털 신기술을 활용, 국민에게 맞춤형 공공서비스를 미리 알려주고
신속히 처리해주는 똑똑한 정부 구현

3. 스마트 의료 인프라
감염병 위험으로부터 의료진과 환자를 보호하고, 환자의 의료 편의 향상을 위해 디지털 기반 스마트 의료 인프라 구축

4. 그린 스마트 스쿨
안전하고 쾌적한 녹색환경과 온ㆍ오프 융합 학습 공간 구현을 위해 전국 초·중·고등학교에
에너지 절감시설 설치 및 디지털 교육환경 조성

5. 디지털 트윈(Digital Twin)
자율차, 드론 등 신(新)산업 기반 마련, 안전한 국토·시설관리를 위해 도로·지하공간·항만·댐 대상 ｢디지털 트윈｣ 구축

6. 국민안전 사회간접자본(SOC) 디지털화
국민이 보다 안전하고 편리한 생활을 누릴 수 있도록 핵심기반 시설을 디지털화하고 효율적 재난 예방 및 대응시스템 마련

7. 스마트 그린 산업단지
산업단지를 디지털 기반 고(高)생산성(스마트) + 에너지 고(高)효율·저(底)오염(그린) 등 스마트·친환경 제조공간으로 전환

8. 그린 리모델링
민간건물의 에너지 효율 향상 유도를 위해 공공건축물이 선도적으로 태양광 설치·친환경 단열재 교체 등 에너지 성능 강화

9. 그린 에너지
태양광·풍력(육상, 해상) 등 신재생에너지 산업 생태계 육성을 위해 대규모 연구개발(R&D)·실증사업 및 설비 보급 확대

10. 친환경 미래 모빌리티
온실가스·미세먼지 감축 및 글로벌 미래차 시장 선점을 위해 전기·수소차 보급 및 노후경유차·선박의 친환경 전환 가속화

그렇다면, 한국판 뉴딜의 투자 계획을 한번 볼까요?

투자는 다음의 항목에 따라 진행될 예정이라고 합니다.

1. 디지털 뉴딜[ Digital New Deal ] : D.N.A. 생태계 강화, 교육 인프라 디지털 전환, 비대면 산업 육성, SOC 디지털화

2. 그린 뉴딜[ Green New Deal ] : 도시ㆍ공간ㆍ생활 인프라 녹색 전환, 저탄소‧분산형 에너지 확산, 녹색산업혁신 생태계구축

3. 안전망 강화 : 고용ㆍ사회안전망, 사람투자

한국판 뉴딜, 과연 어떻게 진행될까요?

정부에서는  "한국판 뉴딜로 2025년까지 약 160조원 투자가 예상되는데 민간에서도 10% 정도 투자를 생각하고 있다"고 자신감을 표하고 있는 상황인데요, 다만 당정 지도부가 강한 의지를 드러내는 것에 비해 막상 준비된 내용은 거의 없다시피 해 시장 혼란이 가중되고 있습니다.
또한, 정부 관계자는 "지금까지는 한국판 뉴딜에 민자를 적극 활용한다는 큰 방향성이 제시된 정도"라며 "그 안에 수많은 형태의 세부 펀드가 조성될 텐데 공통 혜택이 무엇인지, 운용 주체는 누가 될 것인지 등은 앞으로 차차 논의해 나갈 과제"라고 전했다고 하네요.

정부에서 '부동산을 대체할 투자처'라고 소개할 정도로 일반 국민의 투자금을 끌어들일 수 있을지는 미지수인 상황으로 볼 수 있습니다.

하지만, 막대한 국고 투자를 발판으로 신시장이 속도감 있게 개척되면 국내 재계의 지형도가 크게 바뀔 것이라는 의견도 있으니 앞으로 지켜봐야 하겠습니다.

Korean New Deal, shall we learn more?

First of all, it is a promise to change Korea's economy and society.

On the basis of a solid, people-focused inclusive country, we are promoting digital and green new deals in two axes.
By 2025, the total goal is to invest 160 trillion won (114.1 trillion won in national budget) and create a total of 190.1 million jobs.

We selected ten policy tasks, and the contents are as follows.

1. Data dam
Accelerate the data economy by strengthening the foundation for data collection, processing, trading, and utilization, and through the 5th generation mobile communication (5G) national network.
Diffusion of 5G mobile communication (5G) and artificial intelligence (AI) convergence in all industries

2. Intelligent (AI) Government
Utilizing new digital technologies such as 5th generation mobile communication (5G) and blockchain, informing the public in advance of customized public services
Realize smart government that handles quickly

3. Smart Medical Infrastructure
Establish a digital-based smart medical infrastructure to protect medical staff and patients from the risk of infectious diseases and to improve medical convenience for patients

4. Green Smart School
In order to realize a safe and comfortable green environment and on/off convergence learning space, we have sent elementary, middle and high schools nationwide.
Installation of energy saving facilities and creation of digital education environment

5. Digital Twin
Establishment of new industrial bases such as autonomous vehicles and drones, and ｢Digital Twin｣ for roads, underground spaces, ports, and dams for safe land and facility management

6. National Safety Indirect Capital (SOC) digitization
Digitalize core infrastructure and prepare an efficient disaster prevention and response system to help people enjoy a safer and more convenient life

7. Smart Green Industrial Complex
Convert industrial complexes into smart and eco-friendly manufacturing spaces such as digital-based high productivity (smart) + energy high efficiency and low pollution (green)

8. Green Remodeling
In order to induce energy efficiency improvement in private buildings, public buildings are leading in energy performance enhancement such as solar installation and eco-friendly insulation replacement.

9. Green Energy
Expansion of large-scale research and development (R&D), demonstration projects, and equipment supply to foster the ecosystem of renewable energy industries such as solar power and wind power (onshore and offshore)

10. Eco-friendly future mobility
To reduce greenhouse gas and fine dust and to preoccupy the global future car market, supply electricity and hydrogen cars and accelerate eco-friendly conversion of old diesel and ships

Then, shall we look at the Korean version of the new deal?

It is said that the investment will proceed according to the following items.

1. Digital New Deal: D.N.A. Strengthening ecosystem, digital transformation of educational infrastructure, fostering non-face-to-face industries, digitizing SOC

2. Green New Deal: Green transformation of city, space, and living infrastructure, diffusion of low-carbon and distributed energy, and green industrial innovation ecosystem construction

3. Reinforcement of safety net: employment and social safety net, human investment

Korean version of the new deal, how will it proceed?

The government is expressing confidence that "the Korean version of the New Deal is expected to invest about 160 trillion won by 2025, but the private sector is also considering about 10% of the investment." The market turmoil is increasing as there is little.
In addition, a government official said, "So far, there has been a great degree of direction to actively utilize the private sector in the Korean version of the New Deal." There will be a lot of detailed funds in it. It is said that it is a task to be discussed gradually."

Whether the government can attract the public's investment enough to introduce it as'a place to replace real estate' can be seen as a situation.

However, there is an opinion that the topography of the domestic business world will change significantly if the new market is rapidly developed through the tremendous treasury investment.
